I took the liberty of just watching one of them walk through it, and waited. So, it basically takes 2x however long it would take to go up the stairs if using the Stairs for Elevated Road.

I put both of them side by side (one on one side of the road vice versa), and I saw both Cims reach the elevated road, along with taking the bus as well, if you have the new mod for it.
