Freight Rail Subsidies

Description
A policy to subsidize freight rail. This is a frankenstein of multiple in-game policies and is still a work in progress. Please leave a message if you bieleve I should change an element of this mod. I know I still need to work on making a custom icon, but for now I'm going to stick with the same icon as rail subsidies.

This should just increase Rail Usage instead of decreasing CO2 emissions. Rail does indeed output CO2, but increasing Rail Usage means it also reduces the more CO2 exhaustive cars and busses.

I disagree with Cpt.Tripps.2012.


The reduction in CO2 and oil demand does make sense because freight trains, even when they run off of diesel, are far more efficient than diesel-burning trucks on a per mile basis.

The idea behind this is companies would use freight rail instead of shipping cargo by trucks.
C02 - Freight trains produce less C02 then trucks.
Oil Demand - Freight trains are also more fuel efficent then trucks.
Traffic congestion - Less trucks on the road, less congestion
GDP - It's cheaper to ship by rail then trucks. This would lower prices on goods, thus the increase in GDP.

This doesn't seem quite right. The GDP boost is way too much, CO2 and oil demand also doesn't make since since most trains run on desil fuel and subsidies would leed to more usuage. Also If you've lived in places that have frieght trains, you would know traffic congestion goes up, not down.
