Foxy Charger- Sound Addon

Description
Replaces the charging sound effect of the charger with the sound effect of Foxy Running down the West hall.

I apologise to all those who have requested addons in the past year and a half. I have been every busy with exams, my University applications (I got accepted :steamhappy: ) and my channel.

Due to how long it has been, if you still want an addon making, please request it again.
I will try to get as many done as i can.

@Spike the Dragon ¯\_(ツ)_/¯ I guess it could, it only changes the running sound, so yeah it would work. :steamhappy:
