Adds 19 new perks for Shouts. (Balanced for the (Expert-Novice) difficulty)

how do you do that?

if you change de difficult level, you have to change the .esp for balance.

since i change the dificulty as i go, should i have all these shout perks mods? or do i only need one and its balanced with all the dificulties?
