[Discontinued]Client States at 1444

Description
Since there isn't a single mod on the Steam Workshop that enables Client States from start AND works with the current version, I decided to create one myself. My simple mod enables Client States at Tech 3 and therefore allows it for almost every country to use them at the starting date of 1444. There still is the limit of 10 Clients in total and Art of War is still required.

Works with the current version of the game (1.16)

Where do you go to edit the client states to work at the beggining of the game?

Same issue as Nordlander.

I seem to be unable to fabricate a claim when this mod is activated.

When I have a spy network of less then 20, the tool tip says I need 20 and the button is grayed out. When I get above 20 the tool tip warning goes away but the button is still grayed out.

I'm using Better UI 1.17 along with this mod, but the bug disappears when I disable this one and keep Better UI.

Please do not increase the limit! I really like that this mod ONLY enables client states at 1444 and nothing else!

@Daedric Dewi well, I could try that out, but I am not entirely sure, how to manage that
