Operation: Odessa: Objective: Exterminate

Description
City 18 is being taken down by the rebels. It seems from tracing and evidence that one of the generals, Odessa Cubbage, is the one leading the rebels. Taking him down will mean taking back City 18 will be easier.
Exterminate all citizens and hostile.
