Description
Adds the House Arryn, led by Lysa Arryn. Based on the book series A Song of Ice and Fire by George R.R. Martin.

House Arryn's main desire is to stay out of the war, and their civ is molded around this. The UA promotes isolation and is very powerful so long as you can manage to stay out of all external affairs. The first UB, the Sky Cells, is a cheaper, no-maintenance, more effective Constabulary. The second UB, the Mountain Garden, allows them to thrive in low-food terrains through specialists.

UA: Impregnable: Your Capital has +75 HP. As long as you have no friendships and are not at war, the Capital gains +3 Culture, +2 Happiness, and +2 Food, and all cities within 2 tiles of a Mountain gain +3 Science and +1 Food.

UB: Sky Cells
- Replaces Constable. Slows down tech stealing by 35%, rather than the 25% of the Constable it replaces, and it also costs no maintenance and less Production.
UB: Mountain Garden
- Replaces Garden. Requires a mountain within 2 tiles. +25% Great People generation. +1 Food for every Mountain within 2 hexes of the city, up to +4 Food.

I played a bunch of games as House Arryn a month or two ago, and I had no trouble with tradition, plus I saw the war/friendship penalties.

@goharv53: I found no issue with the Tradition opener or the war/friendships debuff. Also, the Mountain Gardens are supposed to provide the +1 Food only to science/production specialists in the city the Mountain Garden is in, so I need to fix that.

I'm getting 1 food for every MG. 6 MG empire wide equals 6 food per specialist slot for a total of 36. I'm finding no penalty for war or friendships and no +3 culfure for the Tradition opener.

@goharv53: How did you get to 12 Food from specialists? Are the Mountain Gardens stacking between cities? That shouldn't be happening.

This is the most powerful civ I have ever used. I am not a good enough player for deity, except with this civ. Early science bonus keeps me competitve until I get Mt. Gardens. 6 or 7 MGs coupled with completed Rational and the Freedom specialist bonuses puts me way ahead of the AIs. I have to check the avoid growth box, because my population gets too large. I see no penalty for friendships or war. I had one game where my science/production specialists were producing 12 food apiece plus 5 science along with a completed Statue of Liberty!

Okay. I'm kinda of offended that Lysa Arryn is the leader of a scientific civ.
It's just that in the show she's totally useless and dumb and here she's the leader of a science power house. Would be nice to see Petyr as a science leader and she as a defensive/neutral one. But that just me thinking out loud.

yeah looks like Arryn and Tully work now. I'm having a ton of other issues though... like half an hour ago Doran declared war on me because I beat him to a wonder and it crashed my game.. but I doubt that's caused by civs, that's probably something else conflicting with Community patch.
