Strategic Resource Mod

Description
  • All basic strategic resources now grant a natural bonus to tiles equal to +1 yield before being improved.

  • Improvement bonuses for basic strategics have been rebalanced and all now grant a bonus equal to +2 yields. Also, petroleum wells no longer reduce health.

  • All other bonuses from techs/buildings for each basic strategic now only grant an extra bonus roughly equal to +1 yield.

  • Power Systems: Slightly increased its bonus to geothermal wells from +1E to +2E.

  • Alloy Foundry: Gains an extra +1P itself, but loses -1P for each titanium. One of its quests were changed from +2P for each titanium to +1P from the building itself.

  • Petrochemical Plant: Maintenance cost removed and gains a bonus of +3E for the building itself. Now grants +2E to each petroleum instead of +1P+1E. Quests changed from +2 yields for each petroleum to +1 yield to the building.

Note: Originally, this mod utilized a new improvement called Titanium Mines, similar to how all other strategic resources are improved by their own unique versions of mines, wells, or quarries. But there's a bug in the existing game which prevents the unit action panel from displaying properly when certain modifications are made to things it references. There's an inconvenient workaround, but it forces the player to return to the main menu and restart the mod -- I wouldn't go through that trouble, so I'm not going to force other mod users to do that either.

Until Firaxis resolves that, I'm keeping titanium improved by regular mines. So, they continue to gain the trivial +1 energy from the late Biometallurgy tech later on that regular mines gain. Also, more importantly, this still grants titanium the unfair advantage of being improvable right away at the start when Tectonic Scanners are chosen before planetfall. Originally, the unique titanium mines and removing titanium's absurd production bonuses combatted this, while giving each strategic a natural +1 yield while unimproved gave the option a more reasonable benefit.

Titanium is still the big production strategic, Geothermal is the big energy one, and now Petroleum is the hybrid between the two.

Energy is of lesser value, especially compared to production, so it grants +2 for every +1 yield. The existing game follows this in many places too, one example being generators granting +2 energy from the start instead of +1 of a yield like farms.

Each basic strategic resource is following a standard model of +1 naturally, +2 more when improved, and an additional +1 from other sources like a building or tech. The unnecessary health penalty for petroleum wells has been removed.

Bonus buildings have been modified and based around other buildings within each of their tiers. The earlier petrochemical plant grants a somewhat standard +1.5, +1 to each resource, 1 specialist slot, and has quests which grant it a bonus +1. (The bonus typically contains a 0.5 because the 1E maintenance cost is subtracted.) Also, petrochemical plants are more dedicated to being an energy building than they were before (they have a trader slot after all). Compared to above, the later alloy foundry grants an extra +1 and an extra specialist slot and is similar to its close cousin, the biofactory.

I wanted to remove the excessive bonuses to each workable resource tile that these buildings grant because they can really get out of hand with multiple candidate tiles existing around a city. Plus, not only does geothermal not grant a bonus building to construct, it doesn't receive all those many additional bonuses per tile. Though, to make up for not have a bonus building, geothermal grants its additional bonuses as soon as its improved with the early Power Systems tech.
