Description
The map has the state capital of Rio Grande do Sul, Porto Alegre, and its metropolitan area. In the region live about 3 million inhabitants. The map has 81 tiles!

why doesn't the start tile have water? I can't get te sewage away

Hmm, you can use the mod of 25 tiles until the 81 tiles back to work. The map works too in 25 tiles :)

the 81 tiles mod gives a error and won't let me create a game
