It should also allow for the building of a unique unit, the happy cop. The happy cop can act as a courthouse in any occupied city and also slow down all enemy units to a max speed of 3 (speed traps). In cities with the Dunkin Donuts building happy cops also generate plus one happiness when stationed there as long as the empire is happy. When stationed in a city without a Dunkin Donuts cops generate -1 happiness, and -2 happiness if the empire is already unhappy (nobody likes a grumpy cop!)
