The Pacifist Build

Are you a lover, not a fighter? Or simply bored of Overkill and unable to play Deathwish due to busy friends and unreliable pubs?
Well this is a fun little build to help you complete Overkill or below missions without firing your weapons.

Introduction
With this build you Will Pass Through Walls and be a real Bullet Dodger.

It functions well playing solo with bots, or with a full crew, and is not a serious build. Though no DLC is required to use this build, players must be at least Infamy 2, with an Infamy point spent in the Mastermind tree for tier reduction. Players with experience of the dodge playstyle are able to use it to solo complete every loud Overkill heist with no downs, but armoured players (like me) can also use it to a lesser degree, though still successfully.
Skills: Mastermind


Cable Guy - Basic (1 point)
Whilst your team are busy killing cops, get some hostages to delay assault waves and free anyone in custody.

Endurance - Aced (4 points)
Running is major part of this playstyle, do it for longer.

Leadership - Aced (4 points)
You wont be using your guns, but as a support class you can help out your team by increasing their weapon stability.

Combat Medic - Aced (4 points)
When your team mates fall, pick them up with a health boost! (Berserker is not necessary on Overkill, so no one should get annoyed at the extra health).

Painkillers - Aced (4 points)
You won't be killing the cop who downed your team mate, so help him up with a damage reduction buff so they exact their own revenge.

Spotter - Basic (1 point)
Marking specials for your team to kill plays a big role in this build, so debuff a specials defences so your team can kill them quicker.

Dominator - Aced (4 points)
Just like the Dovahkiin, words are your weapons, shout at cops to get them to cuff themselves.

Joker - Aced (12 points)
Why shoot at cops when you can make them shoot themselves? Turn your dominated guards into allies and have them fight in your place.

Partner In Crime - Aced (12 points)
Become faster, stronger, better, and do the same to your buddy cop.

Inspire - Aced (12 points)
Don't just shout at cops, shout at your team to get them back into the fight.

Side Note
If you find Jokered cops a novelty, or have a hard time dominating cops, then an alternative to Partner In Crime is:

Hostage Taker - Aced (12 points)
Having at least one hostage (either a tied civilian or dominated cop) will regenerate 2% of your health every 5 seconds. It takes just over 4 minutes to fully heal yourself, so this skill is useful in long heists as it will let you save your First Aid Kits for your team.

You will still be able to use the Joker skill to convert dominated cops on to your side, but they will not last as long or buff your speed and health as they would with the Partner In Crime skill.

Transporter - Aced (4 points)
Whilst your team are busy killing cops, start moving loot.

Skills: Technician

No Technician skills doesn't mean you can't still fix drills for your team.

Sprinter - Aced (4 points)
Run faster, more often and with increased dodge.

Cat Burglar - Aced (4 points)
Whether it is running down stairs too fast, or jumping off a roof, fall damage hurts, so lighten the blow with this skill.

Fast Hands - Aced (4 points)
Essential skill in every build to pick up things faster.

Chameleon - Aced (4 points)
Since you are not shooting, ace this skill to truly blend in to the walls and reduce your likelihood of cops targeting you.

Shinobi - Basic (1 point)
Another skill to increase your movement speed.

Martial Arts - Basic (1 point)
Even pacifists need to stand up for themselves, cop blocking your path? With this skill you have a better chance to knock him down unharmed.
Skills: Fugitive

Daredevil - Basic (1 point)
Filler point to move up the tree, but it will 'help' on a couple missions.

Hidden Blade - Aced (4 points)
Basic helps you decrease your concealment, and aced lets you move up the tree.

Thick Skin - Basic (1 point)
Another filler point, you don't really notice its presence.

Run and Gun - Basic (1 point)
Yet another skills to help you move faster.

Sixth Sense - Aced (4 points)
Lets you mark out guards/civs and pick up keycards before you go loud.

Duck and Cover - Aced (4 points)
When you can't run, you should always move whilst crouched, this skill will make you dodge even more bullets when crouched.

Brother's Keeper - Aced (4 points)
Yet another filler skill to replace the lack of points Low Blow would usually use. Helps out marginally at the beginning of heists such as Rats and Hotline Miami.

Quick Fix - Aced (4 points)
For when dodge fails, and your armour breaks, heal up. Also drop a few for your team mates, everybody hurts, sometimes.

Uppers - Aced (12 points)
Get 14 FAK to sustain yourself and your team through long heists.

Sneaky Bastard - Basic (4 points)
An extra 10 dodge to make you feel like Neo.

What else could it be but the Rouge deck?
Armour and Weapons

Armour
You will be wearing the two-piece suit to get the most out of your speed and dodge.

Weapons
The weapons you take don't matter since they won’t be used, only thing you need to do is choose a pair that get your detection to 5 or below. I personally go with my favourite pistol, the LEO and a Raven shotgun, which lets me get to 3 detection.

Melee
Just like Vlad, you are a model citizen and should take the 50 Blessings Briefcase into battle. If you don't own Hotline Miami (The game, not the Payday 2 DLC (so technically my Introduction about not needing any DLC for this build is still accurate)) then the Money Bundle makes an excellent alternative. Both melee weapons have a high knock down ability, which boosted by the Martial Art skill can help you get out of a sticky situation, in addition to low damage to reduce your chance of delivering killing blow.
Epilogue & Proof of Effectiveness
This is a mess about build and I recommend either being host, or playing with someone you know when using it. People with HoxHud can see you have not killed anything and others might get annoyed that you are not shooting, so you might get kicked from public games for using it.

I tested it out on a few heists with bots and friends to great success, here are some screenshots of the end game screen of a Hotline Miami Overkill.

I have not played PD2 in over a year, so I don't know about the current game and can't make an update.

I got banned for cheating, but I was not a user of lobby changing hacks or dlc unlockers, I paid for all of my dlc legit.
I just used it for my personal enjoyment, and If I had not changed my infamy and etc I probably wouldn't still be playing this game.

What melee would you recommend for someone who doesn't have Hlm and doesn't have access to the community group? I have most DLC's

I chose to run with Counterstrike basic, which can help a lot.
