Shrine of Julianos in Dragonsreach

Description
Whiterun has shrines to Arkay and Kynareth, which boost health and stamina respectively. I added a Julianos shrine to Farengar's labratory in Dragonsreach, to access that all-important +25 magicka bonus right when you need it most. This should most benefit low-level mage characters.

Also near the shrine are a few alchemy ingredients and a mage's hood.
