how do I even use it? imma need it really cuz my cities are so poor and if i build police fire and a clinic my expenses go as high as the moon!

You can just OFF this building from the function at upper left corner instead of deleting it, when u want to be used it again, just ON it.

I used this mod to a point then deleted it from my city after a few billion dollars...

The only way you can lose moeny with this mod enabled is to max out the Parks & Recreation funding... DO NOT MAX OUT THAT SLIDER.. That is the only bug with this mod...
