ok buying a circus just raised my hap by 3. Maybe just the policy is broken.

mod is broken, only adjusts tooltips, doesn't actually increase happiness from e.g. military caste

So, I play with 300% research cost, so finding alternatives for hapiness is much appreciated.

If you insist on inserting the mod into a pre-existing game, the only way to fix this that I came up with is to
first enter the game without the mod active
manually remove every happiness buildings/policies through IGE
enter the game again with the mod active this time
restore the buildings/policies that you removed.

If you try to remove, then readd the buildings/policies with the mod on, that won't work.
say you have a game without the mod active, and with a colosseum contributing 2 happiness towards your total of 5 happiness. If you activate the mod, the colosseum will still be only providing 2 happiness, but if you remove the colosseum, you will lose 3 happiness, and readding the colosseum will restore the 3 happiness, you are still at a 5 total happiness. So removing the colosseum without the mod on will remove 2 happiness, then readding the colosseum with the mod active will give you 3 happiness, resulting in a total happiness of 6.

To clarify to anyone who reads my comment below, if you go into "buildings" in the mod files you can edit the <UnmoddedHappiness>7</UnmoddedHappiness> line for Circus Maximus and replace the 7 with whatever you want. Since Maximus provides global happiness and not just local happiness, it's a "get out of jail free" card to build if you start having happiness issues and changed it to provide something like 200 (what I have it at). Haven't had to build it but it's nice to have it there. Tried a game before where I spammed every local happiness building and it still didn't fix the issue because of the rate I was conquering cities and it was a real buzz-kill to have to put off invasions while I waited for cities to either burn or build a courthouse. In late game the "broken" boost to golden ages won't matter anyway because golden ages start costing so much anyway, plus obviously A.I. players can always get the building's benefits too.

I know you posted it literally 4 years ago, but amazing mod! Easy to edit the notepad file for things like circus maximum so that it can also essentially serve as a no happiness mod without horribly breaking the game (not being able to annex city states or something?). Playing on a huge Earth map with 42 civs so there's a lot of conquering to do and I'm only going to build the Circus Maximus if I start having trouble with happiness since it will inevitably happen with so many cities to conquer. Thank you!
