I think that you can create two new interesting random island maps: One in Pangea-style and one with Forests that totally surround each player in the beginning.
I have a couple of ideas concerning gold and possible defenses on the starting islands. I'll see what I can put together to make a mostly water-based map interesting to play.
You could also consider a second new island random map where no player can reach any coastline in the beginning because they are blocked by trees everywhere. Some kind of 'Michi'
or 'Forest Prison' on islands...
Many more variations are considerable: Island maps with gold and stone or without.
Concerning unoccupied islands: They are not necessary. But if you wish to add some, they should be much smaller than the occupied islands. Otherwise you would create random maps that already exist: (Migration or Pilgrims)
Your idea of hilly water sounds fantastic. I have seen that a few times in Mega Random and Moat random maps. It would create tactical advantages for ships who attack from above.

What I have in mind is a variation of your fascinating Pangea random map, where each player starts with little space surrounded by great forests. I also like your 'Pangea' and 'Stony shores' coastlines that are blocked with trees and rocks, which makes it difficult to build docks everywhere as well as to land on an enemy island and build there.
More will follow...
What differences would the map you have in mind feature compared to the normal islands map? Smaller islands with more wood. Anything else? Should there be non-player islands as well? I can also attempt some other stuff like hilly water (to simulate waves) for example.
