Makes Policies Pack more compatible with various other mods. Currently makes the Water Shortage situation from the Clones and Drones expansion partially dependant on Water Supply

I have this mod I can’t tell if it works, however since installing it I don’t get the water shortage issue which makes this mod great with others that affect water.
