Hello! This is my very first scenario and it probably will not be good. I was inspired by the official scenarios "Pirate Plague" and "Volcanic Ash" and wondered if I could make a playable scenario where both air and sea travel are reduced. I am hoping that I have balanced this scenario enough. Thank you!
