[B41 PORT] Background Framework

Reeaaaaally quick and dirty B41 port using AI. Probably buggy. I don't plan to update.
I've only tried direct image and Selected background/logo options. I don't know if random feature works (Shuffle random button is also missing).

I play on bordered windowed along with always visible taskbar, making my resolution 1920x1017. I wanted an easy way to change backgrounds for B41 that fit my crazy resolution and doesn't require me to do cropping/slicing/publishing/subscribing, hence the backport.

When you change settings in Main Menu > OPTIONS > MODS, APPLY/ACCEPT won't reload your LUA in B41 unlike in B42, so you won't see the changes immediately. This means you have to trigger a LUA reload or restart your game to see the changes.
