Ground Focussed Rebalance NUKE

This mod tries to improve ground viability, by making ground vehicles tougher and slower to kill. Larger weapons can still kill smaller chassis efficiently, but 15mm seals will no longer be a threat to walrus, and the massive damage of the 20mm air chaingun is much reduced - it is still possible to kill both walrus and seal using it but bears and turrets will require a different solution.
