Ever realized why your income drops after switching from levies to legions or start using levies that are not your capital region? It might have to do with the fact that you only get the loot event when sieging cities if your ruler is the army leader.

This small change makes it so that event triggers regardless of who is the army commander.

Compatibality: I load this after Invictus. Can also be used without it as it only replaces this one event and the on_siege action.
