A patch I made for Ultimate Cities Towns Merge by pickgag

What this does is modify the behavior inside of a lot of the cities (mainly the Hub and Heng) that tend to wipe themselves out with violence so that they quit doing that, or at least quit doing that without player involvement anywhere near as quickly. I Also made these changes without removing any of the new factions and such the mod adds.

The AI packages for all of the shopkeepers and the Shinobi Thieves across the entire map have also been customized so that they will be far less likely to leave their buildings to join any fights that do occur in cities.

Many of the roaming shinobi thieves squads have been removed from the streets as well to make them less likely to take stray damage and aggro into things, which means there aren't as many Thief Fences walking around. I've made the Shinobi Traders in their home buildings accept both stolen AND illegal goods to compensate for these missing smuggling NPCs.
A smaller fix, but I've reduced the total population of Sho Battai a bit to lessen the swarms of NPC's inside shops.

IMPORT IS REQUIRED: NONE OF THESE CHANGES WILL TAKE PLACE WITHOUT IT
A good way to check if it applied to your game is the Shinobi Thieves should stay inside at all times.

Ultimate Cities Towns Merge is obviously a dependency for this patch, load the patch under UCTM, and all credit for the original expansion goes to pickgag and the authors of the city mods he sourced the merge from.

Let me know in the comments if you run into anything strange, or if you see any factions that live in the same city start riots by killing eachother, I will adjust the patch if necessary and as I myself find these problems.
Patch is likely incompatible with anything that tampers with Shinobi Thieves and Shop staff AI packages, though you can always try loading this underneath those in your load order to see.
