Change log:

Ships:
Every ship had build time and cost adjusted.
Every ship had base stats (against other ship types) adjusted. For example, Liburnian vs Octere.

Philosophy behind each unit:
* Lights are cheap but weak. Scouts, transports, flankers, and swarm ships, but outmatched against heavier ships in a straight up dog fight. They do morale damage in addition to regular damage.
* Mediums are the backbones of your fleet. Most cost effective and basically required if you want to contest the seas in any long term effective way.
* Heavies are the big dogs, but they are slow and expensive. They come with the most skills (capturing ports, destroying fortresses, etc) and can annihilate the other ship classes. It would be recommended to have these in their own separate fleet mixed with mediums, and have another fleet of light ships to initiate battle, pinning enemy fleets while the main fleet catches up.

Each class has a more attack oriented ship, and a tanking ship. Liburnians/Tetere/Octere are all attack oriented, Trireme/Hexere/Mega-Polyreme are all tanking ships, and now boni are between the classes (light, medium, heavy ships) instead of each tier of ship.


Naval Tech Tree:

Almost entirely overhauled the basic Naval tree, while leaving other, culture/nation specific innovations alone. Blockade efficiency is completely removed as the modifier is broken in the current state of the game. Overall I tried put an emphasis on making it viable for all campaigns, but with some emphasis on tall playstyles. You'll find such things such as expanded naval and control range, more enslavement efficiency, improved import and export boni, and of course some ship related buffs.

This is my first published mod and so balance (and this page) is VERY work in progress, and I greatly appreciate any and all feedback!

heads up, i think in 00_martial_inventions.txt there's a missing bracket on the final line
