But plan for a Ventrue‑leaning build first, because both pieces of this combo sit in Dominate and come from Fletcher at Makom Bar. Mass Manipulation paints every enemy in your view so the next Dominate effect hits them all at once, and Terminal Decree tells normal humans to end it while only stunning Thin Bloods. That mix is the whole requirement, and it is sensitive to your target pool, so scan the group and avoid rooms heavy with Thin Bloods where possible.

Start in story spaces with reliable density. In To Founder on the Lethe, herd the first swarm down to ground level, face the pack, cast Mass Manipulation, then immediately trigger Terminal Decree and watch the mortals drop while the Thin Bloods just wobble. In The Pathways of Hesperides, wait for the two back‑to‑back drops after the Gardener cutscene, step to the stairs landing to line sightlines, then cast when six or more mortals are in cone. In We Don’t Do Ghost Stories, the wave past the first generator gate bunches naturally behind cover, so strafe to stack a clean front arc, cast, and fire. If you still need a few by late game, use the first combat room in Weaver Tower during The Streets Incarnadine, kite everyone to ground level, then commit when you clearly see six mortals.

Keep it simple. Top off Blood before the attempt. Don’t open with stray damage that could scatter the group. If you’re trophy‑routing, remember combat trophies only register on at least Easy, difficulty can be changed any time, and there is no free roam after credits, so bag this before committing to the finale. On any run where you aren’t chasing other combat trophies, lower difficulty outside of the setup to move faster.

If you’re short on ability points, prioritize unlocking the Ventrue kit on a Ventrue playthrough since your chosen clan’s abilities cost less during that run, though you can still learn cross‑clan skills from contacts if you have the points. That small routing tweak keeps Mass Manipulation and Terminal Decree online sooner when you want them most.
