Unique Trait: The National Gathering
During war, can Occupy own cities. These cities share in global Building and Unit Modifiers, Free XP, and Promotions from Civilizations at war with you or sharing your Ideology. If captured by the latter, they are returned on peace.*
*Returned as puppets. Original Capitals will not be returned.

Unique Unit: Hirden
The Hirden is the unique Marine replacement for Norway under Vidkun Quisling. However, it does not possess the same abilities as the Marine, is much weaker, and is is unlocked much earlier (at Radio). In addition, it is trained +10% faster based how on low your Public Opinion toward your Ideology is. While garrisoned, the Hirden reduces any turns of Resistance the city is undergoing by 1. If the city is able to be Occupied and has constructed a Statspolitiet, the city will undergo no Resistance when switching between Occupied and Unoccupied status. Use Hirden to ensure control of your occupied cities and to eliminate their resistance.

Unique Building: Statspolitiet
The Statspolitiet replaces the Police Station for Norway under Vidkun Quisling. Like the Police Station, the Statspolitiet is useful for countering enemy Spy operations in a city. However, it also makes it easier to counter enemy Spy operations in all other cities by an additional 5%. In addition, with the The National Gathering unique ability, cities with a Statspolitiet can be Occupied even while at peace, so long as the city was founded by you. Cities with a Statspolitiet also generate no additional Unhappiness from being Occupied. Finally, cities that you did not found yourself but that are Occupied also benefit from the effects of The National Gathering unique ability if they have a Statspolitiet. Pair Statspolitiet and the Hirden unique unit to ensure complete compliance in your occupied cities.
