Description
A new item based on the RupuSling.

Behaves like the RupuSling but uses torque in order to work.

It will use torque from any windmil found on the building the RupuSling is attached to.

WIP:
- Still need to improve consumption rate method
- Need to add Torque Container compatibility once Modkit gets an update
- Other?
