XP gain distribution fixed

Description

Level 10 mercs only get XP gain, if no lower levels in sector.

For non-Steam users: https://www.nexusmods.com/jaggedalliance3/mods/294

- No more wasted XP.
- It is no longer necessary for level 10 mercs to leave the sector to prevent this XP waste.

Activation

- Works immediately & with old savegames, no new gamestart necessary.
