And the streets may be too lineal with to many enemies too.
Still the level have lot of potential.
A vast majority of the level consists of long narrow roads with enemies placed in lookouts, also your early secrets are almost always shotguns which aren't really suited to that part. Weapons are also way too start weighted.
You also make almost no use of ammo pickups. I'd also suggest spreading out weapon pick ups and ammo.
In fact the Train Station's arena's balancing is pretty awful, expect multiple armed enemies with food, only 3 shotgun shells, little cover and revealed areas have nothing to help either.
Unless you cheese it you end up having a frustrating time. I'd give it maybe a 3.5, maybe higher if you'd rebalance it a bit for more coherent play.
I'd suggest consider using shopfronts as a more logical placement too, rather then randomly placing food.
