Description
Removes tech restrictions, allowing both options for all techs.

Could be cool to also make curio options also available via techs

Did you know that you can obtain both options from the tech tree in vanilla games? you just trade the AI(or demand via warscore) for the locked tech that you dont have access to. I like to wait to choose either half of the split tech until i see that an AI has one of them. Then i choose the other.
