Starbase Trade Changes

Requested mod that overwrites 3 Starbase buildings/modules to provide increased trade effects.

Trading Hub:
Reduced base provided trade down from 8 to 4.
Every starbase level increases the amount of trade by 2 giving 10 for a Citadel.
Gives 5% bonus to in system trade jobs and to the trade produced by the Starbase itself.

Hyperlane Registrar:
Gives 25% bonus to in system trade jobs and to the trade produced by the Starbase itself.
Gives 15% ship speed boost.
Gives 50% decrease in ftl windup time.

Offworld Trading Company:
Gives 35% bonus to in system trade jobs and to the trade produced by the Starbase itself.

Personally likely a little overpowered when it comes to trade production but it was requested so here it be.
Does not overwrite vanilla files but does overwrite the 3 aforementioned buildings.
