UI - War goal country filter

Adds a country filter to the "Add War Goal" panel.

* Works for almost all war goals in a diplomatic play.
- Exception: For the 'Transfer Subject' war goal, subjects that are not participating in the war will not be displayed.

* The "War Goal Flag Tooltip" mod is now built-in.
You no longer need to subscribe to it separately if you use this mod.

* Support Languages : English, Korean
