District Strain Mod (test ver)

A mod intending to replicate TLA's safety mechanic, future content contains strikes, balanceing, and integrating this to Political Overhaul depending on the feedback.

Levels:
0 - Safe - nothing
1 - Manageable - injuries
2 - Pressured- more injuries
3 - Exhausting - deaths and injuries
4 - Critical - more deaths and injuries.

Known issues:
the district tab sometimes shows deprecated information, re-open the tab to see the current actual strain level.
