Torpedo Launch Hotkey

Description
Adds a hotkey to launch all flooded and selected torpedo tubes.

By default, it is set to 'Return/Enter'. The key can be changed by editing KeyboardShortcutsPatches.cs in \steamapps\workshop\content\494840\3584846972\Source.

Savegame compatible and uninstalls cleanly.

@Drexack That delay seems to coded in to the method that the one I use calls, so it should be the same. The salvoSpread and delay arguments don't get used, I assume they are for legacy support or an oversight.

Love it! I just thought of something, though. If you click the button from the periscope UI, there is a delay between pressing the button, the skipper relaying the command, and the actual launch of the torpedos.

How did you handle this here? Is it the same delay, or did you not include a delay?
