Misadventurer's Campaign Tweaks (Invictus)

- Changes the Start Date from 10/1/450 to 1/1/450
- Reduces the 'Minimum Levy Size' from 4 to 0 (Regions now accurately produce levies with less than 4 cohorts when their integrated population is low enough)
- Reduces the Provincial Loyalty cost of changing Provincial Capital to 0.
- Reduces the Tyranny cost of Revoking City Status from 5 to 1.

This version of the mod must be loaded after Imperator: Invictus. For other versions:
