Map
Liveri is a fictional city-state located within an isthmus between two continents with a canal between connecting two oceans together. The map is based on Panama city but is not a direct heightmap. I recommend using the 81 Tiles 2 mod to unlock the entire map, or at least all 25 tiles.

A single two-way highway leads into the starting tile. If you want to add or adjust connections, I suggest using the Unlimited Outside Connections Revisited 1.1 mod. The mod is non-destructive and can be removed after changing the connections to your liking.

Disclaimers
Vanilla ships will not clear the height of the bridges, please use workshop ships like Royal Caribbean Radiance-Class Cruise Ship, Carnival Spirit-Class Cruise Ship, and Container Feeder Ship (and other similarly sized ships) to replace the vanilla ships, they look a lot better anyway. Alternatively, you can also just remove the bridge or increase its clearance and widen the canal to fit vanilla ships but I don't think it's worth it.

The map is not detailed in the areas I’ll be editing while playing, such as the ends of the canals where I’ll be replacing them with ports and docks, and other coastline areas that I’ll turn into beaches and other seaside projects, since it would just be extra work for everyone who has different ideas on how they want to play.

Screenshots were taken using the Laviante 2.0 theme and the Real Neutral (Non Relight Colorless) LUT. These are optional, feel free to use any theme or LUT you'd like.

I used BOB to replace the default trees on the toll booths to match the rest of the map. To achieve the same look, you’ll need to manually replace the default trees yourself as well.
