Dynamic Decree Cost 1.10

This mod makes the decree cost dynamic based on the administration efficency of the country, instead of a fixed value.
Also, the base cost of all decrees are reduced from 100 to 50.
Although it appears as a single decree cost modifier, its actual effect is equivalent to a new base cost. That is, this modifier will take other decree cost modifiers (e.g. from ruler personalities) into account and adjust accordingly by multiplication rather than addition.
This mod should be compatible with most mods that do not change original decrees. Adding zero-cost new decrees is also compatible.

To be specific, the decree cost is calculated as:
decree cost = base cost × (state population / decree population)
decree population = (population base + capital population bonus + total population bonus) × technology bonus
population base = 1M
capital population bonus = 20% of capital population
total population bonus = 1% of total population
technology bonus = Psychology bonus × Administration bonus
Psychology bonus = 1 + 20% * number of psychology techs researched (psychiatry, philosophical_pragmatism, psychoanalysis, behaviorism)
Administration bonus = 1 + 20% * number of administration techs researched (centralization, central_archives, identification_documents, central_planning, mass_surveillance)
