[VFR] Universities Educate/Assimilate

This mod adds a new group of curriculum production methods to the University building, which are tied to the country's education laws. These methods are mutually exclusive, disallowing each other based on the active law (No Schools, Religious Schools, Private Schools, or Public Schools), and provide scaled state modifiers as "perks" for innovation, qualifications, and cultural effects. The existing education department methods (Scholastic Education, Philosophy Department, Analytical Philosophy Department) and ownership methods (Secular Academia, Religious Academia) remain unchanged from vanilla.
Key additions:

Basic (Propagandized) Curriculum: Active under No Schools law; adds minor wealth-based education access (+0.001 per level).
Private Curriculum: Active under Private Schools law; significantly boosts wealth-based education access (+0.05 per level).
Religious Curriculum: Active under Religious Schools law; improves general education access (+0.005 per level) and cultural conversion (+0.05 multiplier per level).
Public Curriculum: Active under Public Schools law; enhances general education access (+0.015 per level) and cultural assimilation (+0.015 multiplier per level).

This makes education laws more impactful by linking university buildings directly to law-dependent bonuses, unlike vanilla where these effects are handled solely through the Education institution.
