No India
Just checked it for the current version of ck2+ AIO with this mod and it is not the case. For the other version I tested (separate github cleanslate and ck2+), and just their current official releases introduce a ton of wrong government changes there (huge merchant republic tunis). That was actually my main motivation to make this submod work for the AIO version
So my advice is just use the steam workshop AIO version and for the future please write what setup and versions you are using
