Is it possible to refill the pools then? spawning in waterbuckets and splashing them doesnt seem to do anything

That happens when you use up all the water source in it, it’s not a random occurrence

sometimes the water in the pools stops acting like water (no longer cleans stains from kobolds, can't fill buckets/fills buckets witha null liquid)
