@Hinziki Hi, this is caused by EC mod sinc it overwrites the default district data. Please install the "BPVR - Compatibility" mod to fix this problem.

@Hinziki I'll try to handle it, while I'm also playing with this mod and currently no zone problem occurred in my situation ,could you share more information and screenshot for help? Many thanks~

I checked everything and indeed when the mod: Ethics and Civics Classic (Machine Spirit Update) is turned on, it shows two instead of three, can something be done about this or not?

@Hinziki Hi, this problem may caused by other mods, could you try to make a double check for your mod list and test if the problem still exists when disabling some of them?

@点灯炮 HI，前辈你好呀，由于很多第三方模组也会修改城区的设定，因此很可能这个模组对城区的修改会被其他模组改写回去。前辈可以尝试看看关闭其他所有模组后区划数量是否能变成你预期的数量。如果没问题，可以在尝试看看使用二分法确定哪个模组了区划数据被覆盖。谢谢~
