Beta-compatible Rebels

Description
This adds a beta consistency fix to the rebels, changing the stolen vest and the radio so you can pair up with basically any beta esque metrocop reskin.


This was intended to be used with any beta metrocop reskin, but it pairs up perfectly with my Beta-like Metrocops mod! it may not look very similar to other beta metrocop vests but i'm sure you can come up with your own head canon explanations for that.

or if you just want rebels with brown vests i think that's fine i guess

It'd maybe hard, but maybe have a zombie also if your gonna make citizens. That and maybe and a regular civilian corpse change.

mehhh, i don't have any ideas for them. maybe i could make their clothes a dark and less saturated orange with the beta marking on the back
