none of my other mods is doing stuff with laws (although from what i understand it shouldn't matter anyways), i even tried without any other mods enabled..
didnt try a fresh save since we need council republic to actually see the laws.

I noticed the event kept showing me the vanguadist option, so I checked and I think you need to remove the "= yes" and "= no"
For the positive check, just keep it is "country_has_voting_franchise"
and for the negation do "NOT = { country_has_voting_franchise }"
(Still haven't gotten the laws to show up for me, but at least the event now shows me the right options ^^" )
