Levies Revamped

Description
Levies Revamped is an attempt to redefine what levies are and how they function in game.

Instead of viewing Levies as peasants and cannon fodder and a non challenge. They are now considered the backbone of an army and improve with innovation. Hence they have been re-classified as "Footmen"

Levy Footmen can become stronger than ungarrisoned Light Footmen given time especially in high-late game but will not neglect the uses and benefits of Light Footmen.

I made this to help with immersion and challenge for high-late game.
My thought process was as technology improves, these regular footmen will become better armed by the states they reside in and keeping up with Men at Arms.

Compatibility wise - I think it should still work if you place this mod last? It would just replace any tech for that overall with what this mod has specified for levy upgrades.

how does this play compatibility wise? like is it likely to cause issues with overhauls like agot or something like more interactive vassals?
