BedrockShatter ignore Terraforming flags

Description
Same as my bedrockshatter mod but this mod has the old behavior of ignoring allow Terraforming flags. On old saves this wil mean that regions where bedrock is removed you cannot use teraforming spells.

Sorry, I didn't see your other bedrock removing mod before I saw this one.

it will remove bedrock, but on old saves the province wil not be able to be terraformed.
