Eldar Battle Focus: Move Attack Move

Per Angelo Nox:
~This is similar to the rules for 9th edition's Craftworld Biel-Tan detachment, allowing infantry to move, attack, then move again.~

In effect, this mod gives two additional movement points to units with Battle Focus which move then attack.
It is an alternative to "Action=Move for Eldar Units" by Skirata, but avoids providing movement points for Vehicle units or for units activating free actions.
