Add building slot decision

Gives a decision for adding building slots to your holdings, max slots being 9 (thats as much as i could add, as the gui only extends that far out)

Price is 550. Its very easy to modify yourself if you want to change that.

Should be compatible with about anything since it's a decision.

There is an annoying quirk with it to where it will look like the decision it's invalid, but really it's just selecting the first option, which could be your capital that is already maxxed out... I dont know how to fix that lol.
