I have to be honest that while developing it, I faced the same, I was a bit pissed at some point because the icon wasn't showing in an item which I knew that had research to be done (playing in a previous run). Then while debugging I realised the same about the skill levels :)

It wasn't working on a fresh game/empty character and it baffled me for half an hour.
Turns out I was ignorant on this new "Research" mechanic.
Researching items is available after reaching certain skill levels.
If the character has the "Inventive" trait, this level is reduced and the mod's effect is visible immediately on items such as the belt.
No problem! Cool that you are enjoying it! You can always do other mod! I believe in you!
