Matter of State for Heinrich Kemmler

Description
Gives Heinrich Kemmler mechanic likes Yuan Bao itself ( Matter of State ).

I know there is similiar mod :
Vlad von Carstein - Matters of State by Alphaine

But the effect isn't worth at all and there is big malfunction Bug with Siphon one.
I recreate the effects as well as worth it to play Defensive and Offensive which compatible with other faction.
- Max token 20
- Cooldown 3 battle
- Double XP
- Double Money
- 5 Accilaries
- Better effect with summon and Balance
- New Effect that teleport enemy into Haunted Forest
- Sally Garrison for self and ENEMY (If you don't want siege just take them out from Garrison)

NB: Settlement need Tier 3 into a Commercial District/Fortress otherwise CRASH

@willyinuyaz no it's on par with Yuan Bo's I'd say, which to be fair is quite OP but I think that's just the way of total war warhammer these days.

@willyinuyaz after a little bit of play testing, it works great so far, I'm also using nearly 100 mods including a whole bunch of mechanic overhauls and it hasn't had a conflict, or at the very least not yet, I'll give further updates if I run into any issues or potential issues but as of right now it's great, thanks again!
