Gooses's Private Offices 1.9

Description
A reupload of Goose's Private Offices mod (not on the workshop anymore), which added a PM to government administrations inputting services for extra bureaucracy and taxation capacity. Those numbers were a bit OP IMO, so I changed them to 10 services for 10 bureaucracy and 5 taxation capacity, and also made the input workforce scaled, and fixed it to work in 1.9.
