De-randoms Weapon Mods OP

Description
Remover the weapon mod random values, change the mods form a percent base to a fix value
Use my "Red (Extreme) Weapon Mods Drop Only", "Red (Extreme) Weapon Mods Enhance Drop Only" mods or uses on it's own.
Only use this mod or the standard version not both.

仙人卡尔 This mod is not meant to be balance with other mods, this mod is more for the fun of having over power weapons then anything. If you read the description it says that I have change all the mods that normally give you a percent increase to the stats for your weapons to now add a flat value increase to the stats for your weapons and I have removed the randomness of the values on all mods.

So for example instead of getting bullets per shot mods with a value between 35% > 40% you now get a fix value of 40 on the mod, also instead of just adding a whatever percent value you get to your weapon state, you get a fix flat value added to your weapon state instead.

not balance in mods itself,please check bullets per shot and chain shot bullets stats ,original red value is less than 1,you set it to 40,means more than 40 times damage(4000%) ,while other stats provides only 30%-50% damage increase,
