Restore Empire of China

Description
Adds a decision that allows you to restore the Empire of China and its mandate mechanics after it got abolished for whatever reason, or if the current Emperor of China no longer owns any provinces in the China superregion (so you can effectively steal the mandate from the current emperor)

To be eligible, you must:
- be at peace
- be independent
- own at least 30 cities
- own Beijing, Nanjing, Xi'an and Luoyang
- the current emperor owns no provinces in the china superregion (if the mandate isn't abolished yet)
